Abstract

This article aims to give an account of the need and relevance of building local development plans with a focus on peace with a highly participatory. It is intended to make an analysis of the implications, responsibilities and commitments assumed by different governmental and social actors, and what is the role that develops from international cooperation. These reflections are developed in the framework of the accompaniment that made the German Agency for Technical Cooperation, GTZ, with the Network of Public Universities of the Coffee-Ecorregion Alma Mater in the eight counties of the East of Caldas, two municipalities in the department of Risaralda, a municipality in the north of Valle del Cauca and a municipality in the department of Quindío. The arrogance of this accompaniment was driving the formulation of development plans with a focus on peace, conflict and with sensitivity to the strong participation of Civil Society. Similarly, the accompaniment to these municipalities sought to sensitize governments about the need to include the Millennium Development Goals, on the understanding that it is from the local management which contributes to meeting the goals by 2015
